I believe Kenji has exactly 25 upgrade points and can upgrade at any time, but the BAR has absolutely nothing to do with your upgrade points. The Overall BAR takes into account all disciplines (Mtn, Road, Time Trial, CCX and Track) While winning and performing well in races certainly helps your bar point total, the BAR is more of a measure of participation than results. It is possible to race every discipline and have a high BAR ranking but not accumulate any upgrade points.
